 Job Summary
Under the direction of the RFP Manager, the proposal writer helps develop content in response to requests for proposal (RFP) and requests for information in support of new business development and sustaining existing business. The Proposal Writer will interact closely with engineering and senior management to prepare highly competitive bid responses that are relevant to the customer’s requirements.

The Proposal Writer should be proficient at communicating technical concepts in the Bid and Proposal process that will be understood by both technical and non-technical reviewers. The Proposal Writer must have a strong understanding of both government and business procurement processes. This position requires an individual with a strong technical background and excellent writing skills. The Proposal Writer will follow all bids through the proposal process and provide regular feedback to the company. Some travel may be required to attend pre-bid conferences, meetings, and training seminars or classes.

  • Track, prioritize and respond to all RFP’s, RFQ’s and RFI’s for both business and government opportunities.
  • Oversee the entire bidding process, from initiation to execution, in order to win customers’ contracts.
  • Summarize and discuss proposals with manger, product management, legal, sales, marketing to develop wining strategies.
  • Oversee the analysis of bid documents, especially for technical requirements, insurance compliance and project contract requirements
  • Coordinate with staff to ensure that the proposed program is complete, that timelines are set realistically and that accurate technical and cost proposals are developed
  • Prepare professional, comprehensive and articulate bid responses that provide all required information
  • Obtain approvals by reviewing proposal with key team members
  • Review all proposal Terms & Conditions and report any unusual or onerous Terms and Conditions to Proposal Manager
  • Review all proposal requirements and discuss technical, performance or deadline challenges with Proposal manager
  • Manage general workload ensuring all deadlines for submissions are met
  • Provide regular briefings to key team members regarding bid status, keeping relevant ECN staff fully abreast of each proposal in the process as well as those awaiting decisions
  • Analyze lost bids and identify lessons learned

Minimum Requirements
  • Bachelor’s degree with emphasis on technology, engineering, sciences, writing, business, etc. May consider a combination of some college with practical experience in related field.
  • 1-3 years writing experience
  • Familiarity with MS Office Suite
  • Strong organizational and time management skills, multi-tasking will be required
  • Ability to work under pressure and meet deadlines in a fast-paced environment
  • Capacity to work independently and within established guidelines
  • Must have excellent verbal and written communication skills along with strong critical thinking skills
  • Ability to comprehend legal documents related to government proposals
Physical Demands

While performing the duties of this job, the employee is often required to sit and work at a computer. The employee may need to stand; walk; reach with hands and arms; talk or hear. The employee must lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus. May be required to travel (conferences, customers, meetings, etc…) up to 5%.
